The Hawaii Employer-Union Health Benefits Trust Fund (EUTF) provides state and county employees and retirees with health and other benefit plans. However, although the EUTF has been successful in meeting its goals, it faces a growing unfunded liability that amounts in the billions of dollars. While a number of bills have been introduced this legislative session which attempt to address the issue, it is essential that the Legislature pursue all avenues of information-gathering so that this most pressing situation can be dealt with effectively.

 

Accordingly, the purpose of this informational briefing is to receive input from various relevant entities and individuals on the issue of the current unfunded liability of the EUTF. The following guests will be in attendance to give comments and expert input; EUTF, Insurance Commissioner, Hawaii Captive Insurance Council, Department of Budget and Finance, and other industry consultants/experts.
