RELATING TO THE PUBLIC LAND DEVELOPMENT CORPORATION.

Repeals chapter 171C, HRS, relating to the public land development corporation.  Repeals requirement that Hawaii community development authority assist the public land development corporation in certain specified areas.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Appropriates funds for the facility improvements as laid out in the Sand Island ocean recreation park master plan.  Appropriates funds to the state parks division of the department of land and natural resources.

      Status & Testimony

RELATING TO COASTAL AREAS.

Makes permanent Act 160, SLH 2010.  Requires maintenance of public beach accesses by adjacent landowners and imposes penalties for noncompliance.  Establishes shoreline access as an objective of the coastal zone management program.  Requires the department of land and natural resources to provide written notice to property owners affected by Act 160, SLH 2010.

SB 760

      Status & Testimony

MAKING AN APPROPRIATION TO THE COUNTY OF HAWAII AS THE STATE'S SHARE OF JOINT FUNDING WITH THE COUNTY TO CONSTRUCT IMPROVEMENTS TO WAIMEA DISTRICT/REGIONAL PARK.

Makes a grant to Hawaii county as the State's share of joint funding with Hawaii county for improvements to the Waimea district/regional park on the island of Hawaii.

      Status & Testimony

RELATING TO WATER.

Establishes a one-year pilot program requiring DAGS, DOT, and DLNR to implement irrigation water conservation best management practices, as established by the Landscape Industry Council of Hawaii.  Requires DAGS, DOT, and DLNR to submit a report regarding the results of the pilot program.  Effective 07/01/2013.

SB 1162

      Status & Testimony

RELATING TO SHORELINE VEGETATION.

Makes permanent the statutory changes enacted into law (Act 160, Session Laws of Hawaii 2010) by the 2010 Legislature, to require the removal of landowner's induced or cultivated vegetation that interferes or encroaches seaward of the shoreline.

SB 1164

      Status & Testimony

RELATING TO SPECIAL SHORELINE ENCROACHMENT EASEMENTS.

Provides the Board of Land and Natural Resources discretion to grant easements for less than fair market value for structures that were authorized by a governmental authority and constructed landward of the shoreline within the record boundary of the landward property at the time of construction, but are now located seaward of the shoreline on public land.
