A BILL FOR AN ACT

 

 

RELATING TO IOLANI PALACE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Iolani Palace is the only royal palace in the United States in which a reigning monarch lived, and is an icon of the State.  Iolani Palace should be one of the State's most protected historical sites due to its importance to the people of Hawaii.  The Palace is also a reminder of the Kingdom of Hawaii; it was constructed in 1879, making it one of the State's oldest buildings.

     The legislature finds that the grounds of Iolani Palace should be revered as highly as the Palace itself, and it is the duty of the State to protect one of Hawaii's most historic and treasured landmarks.  Thousands of tourists and residents visit Iolani Palace annually and many have noted that among the hundreds of royal palaces worldwide, Iolani Palace is the only royal palace that contains metered parking within its grounds.

     The legislature finds that The Friends of Iolani Palace have long planned to restore the Iolani Palace grounds to the state in which they existed in 1892, including by removing parking meters and restoring landscaping and other exterior features, in accordance with a three-phase master plan.  The legislature notes that expediting completion of phases I and II of the master plan is necessary to achieve the purpose of this Act, the removal of parking meters and asphalt parking lots in accordance with Phase III of the master plan, within a reasonable time frame.

     The purpose of this Act is to assist in the restoration of the Iolani Palace grounds, which will culminate in the prohibition of parking on the grounds, removal of blacktop and paved parking areas, and maintenance of historically-appropriate landscaping and exterior features by providing funding for the completion of phases I and II of the master plan.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for completion of phase I of the Iolani Palace grounds master plan including restoration or replacement of existing on-site structures.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for initiation and completion of phase II of the Iolani Palace grounds master plan including the restoration of significant site landscape and hardscape elements.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2013.
