A BILL FOR AN ACT

 

 

RELATING TO CIVIL AIR PATROL.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Conceived in the 1930s, the Civil Air Patrol is a congressionally chartered, federally supported nonprofit corporation that serves as the official civilian auxiliary of the United States Air Force.  While the Civil Air Patrol has three congressionally mandated missions including emergency services, aerospace education, and cadet programs, it also has begun providing other vital services such as assisting with homeland security and working with law enforcement against drug-trafficking operations.

     However, the Civil Air Patrol is most well-known for its work in the area of providing emergency services including search and rescue missions, providing disaster relief, and in Hawaii, providing tsunami warnings to coastal areas and remote locations.

     Although funding for Civil Air Patrol activities in Hawaii comes from a variety of sources, including the National Civil Air Patrol, additional funding is necessary for patrolling and conducting other tasks as agreed to in a memorandum of understanding between the National Civil Air Patrol and the State of Hawaii.

     The purpose of this Act is to appropriate funds to support operational mission readiness activities of the Hawaii wing of the Civil Air Patrol, including facilities maintenance and capital improvements not funded by the National Civil Air Patrol.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2014-2015 to support operational mission readiness activities of the Hawaii wing of the Civil Air Patrol, including facilities maintenance and capital improvements, not funded by the National Civil Air Patrol.

     The sum appropriated shall be expended by the department of defense for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2030.
