A BILL FOR AN ACT

 

 

relating to university of hawaii at manoa athletics.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the University of Hawaii is ranked among the top one hundred and fifty universities in the world and among the top sixty-seven institutions in the United States.  This may be due in large part to the quality of the university's programs.  The University of Hawaii at Manoa athletics department aids student-athletes through both an academic degree program and intercollegiate sports program to fully develop their individual capabilities.  These programs help build students' character through an emphasis on sportsmanship and equal opportunity among participants. 

The coaches in the university's athletics department, therefore, prepare student-athletes for competition and success both as student-athletes and as citizens.  In addition, these coaches impart life lessons, emphasizing personal responsibility, to prepare the university's student-athletes to become future leaders.

     The legislature further finds that the athletics program contributes to the overall health of Hawaii's economy through athletic events.  The excellence demonstrated both in the classroom and on the field contributes to Hawaii's rich history.  The University of Hawaii at Manoa currently maintains a student population of more than twenty thousand students, meaning that it is a National Collegiate Athletic Association Division 1-A institution, and its student-athletes participate in the highest level of sports competition in the State. 

The legislature further finds that the University of Hawaii at Manoa's athletics program should therefore enhance Hawaii's winning tradition while pursuing a solid strategy to transform the athletics department into a National Collegiate Athletic Association Division 1-A Top 50 national program.  With such a program, the athletics department will have the capability to generate growth not only for the university, but also for the entire state through increased revenue from sporting events, including visiting team expenditures.

Accordingly, the purpose of this Act is to provide a one-time source of funds to the University of Hawaii at Manoa athletics program for such purposes.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $10,000,000 or so much thereof as may be necessary for fiscal year 2014-2015 to support the University of Hawaii at Manoa athletics program; provided that the sum appropriated shall be in addition to the base budget of the University of Hawaii athletics program; provided further that funds shall be released under this Act as a two-to-one, State-to-University of Hawaii athletics department match, up to the maximum amount appropriated by this Act.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
