A BILL FOR AN ACT

 

 

RELATING TO THE STATE INSTRUMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State has designated a state song, state tree, state marine mammal, and a state fish.  However, there is no state musical instrument, despite the fact that the people of this State, particularly the native Hawaiians, have used and continue to use a variety of musical instruments for entertainment.  Designation of an official state musical instrument would serve as an expression of appreciation for the importance of music in the Hawaiian lifestyle.

     The purpose of this Act is to require Kids Voting Hawaii Inc., in collaboration with the office of Hawaiian affairs, to solicit recommendations for a state musical instrument, including primary and secondary student recommendations, and submit recommendations for the official state musical instrument to the legislature.

     SECTION 2.  Kids Voting Hawaii Inc., in collaboration with the office of Hawaiian affairs, shall solicit recommendations for a state musical instrument, including primary and secondary student recommendations, and after considering the recommendations of the office of Hawaiian affairs, shall submit a list of recommendations for the official state musical instrument to the legislature no later than twenty days prior to the convening of the regular session of 2015; provided that:

     (1)  Any recommended musical instrument shall be indigenous to the people of the State;

     (2)  Any recommended musical instrument is important to the native Hawaiian culture;

     (3)  The list of recommended musical instruments shall include but not be limited to the following:

         (A)  Ukulele;

          (B)  Pahu drum;

          (C)  Steel guitar;

          (D)  Ipu; and

          (E)  Nose flute; and

     (4)  More than one musical instrument may be designated as the official state musical instrument; provided that one instrument is a kahiko instrument and one instrument is an auana instrument.

     SECTION 3.  This Act shall take effect upon its approval.
