A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the fifth representative district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2014-2015:

1.   To be expended by the city and county of Honolulu:

A.   Hawaii ocean view estates, Kau, Hawaii island

Plans and design for the expansion of water sources.

Total funding               $7,250,000

     B.   Hawaii ocean view estates, Kau, Hawaii island

Plans, design, and construction of a solar power desalination plant.

Plans                         $  1,000

2.   To be expended by the department of accounting and general services:

     A.   Bay clinic community health center, Hawaii island

Land acquisition and construction of a new primary care facility.

Land acquisition            $    1,000

B.   Hawaii county economic opportunity council, Hawaii island

Construction and equipment for infrastructure for new vans and buses in west Hawaii.

     C.   Kau hospital, Hawaii island

Construction for upgrades to hospital facilities.

Construction                $2,000,000

     D.   Kohala hospital, Hawaii island

Construction for upgrades to hospital facilities.

E.   Kona community hospital, Hawaii island

Construction for the expansion of the existing wastewater plant.

Construction for the expansion of the helicopter pad and the parking lot.

G.   West Hawaii community health center, Hawaii island

H.   West Hawaii veterans cemetery, Hawaii island

Plans, design, and construction of a non-potable water well.

3.   To be expended by the department of business, economic development, and tourism:

     A.   Natural energy laboratory of Hawaii, Hawaii island

Plans and design for the exploration and development of a new well to provide potable water to the natural energy laboratory of Hawaii.

4.   To be expended by the department of education:

     A.   Konawaena high school, Hawaii island

Design and equipment for the installation of a new lighting system for the gymnasium; equipment and appurtenances.

B.   Konawaena high school, Hawaii island

Design and construction of a custodial shed; equipment and appurtenances.

Design and construction of a parking structure and photovoltaic system for the Laiopua community center and health center complex.

     B.   Laiopua, Hawaii island

Construction of a community center complex at Laiopua.

6.   To be expended by the department of transportation:

     A.   Kona international airport, Hawaii island

Design and construction of an aircraft rescue firefighting facility for emergency responders.

B.   Kona international airport, Hawaii island

Design and construction of a hyperbaric facility.

7.   To be expended by the judiciary:

     A.   Kona judiciary complex, Hawaii island

Design and construction of the Kona judiciary complex.

     8.   To be expended by the university of Hawaii:

     A.   Palamanui campus, Hawaii island

Plans and design for phase II of the Palamanui campus.

Plans                         $  1,000

Design                        $699,000

Total funding                 $700,000

SECTION 2.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
