HOUSE CONCURRENT

RESOLUTION

 

 

establishing a task force to plan and coordinate the celebration of the fiftieth anniversary of the state foundation oN culture and the arts.

 

 


     WHEREAS, the State Foundation on Culture and the Arts (Foundation) was established by the Legislature in 1965, in large part through the vision and effort of Hawaii leaders such as architect and State Planning Coordinator Alfred Preis, the Foundation's Founding Chairperson Masaru "Pundy" Yokouchi, State Senator Nadao Yoshinaga, and Governor John Burns; and

 

     WHEREAS, the mission of the Foundation is to promote, perpetuate, preserve, and encourage culture and the arts, history, and the humanities as central to the quality of life of the people of Hawaii; and

 

     WHEREAS, creation of the Foundation made Hawaii eligible to receive federal grants from the National Endowment for the Arts; and

 

     WHEREAS, the Foundation, through its Biennium Grants Program, has provided millions of dollars to nurture and invigorate arts and cultural programming statewide; and

 

     WHEREAS, in 1967, the Legislature enacted the Art in State Buildings law, which established the Art in Public Places Program within the Foundation, a program that was the first of its kind in the nation; and

 

     WHEREAS, in 1970, the Foundation and the Department of Education established the Artists in the Schools Program, which is a statewide program to provide students from kindergarten through twelfth grade the opportunity to work directly with professional artists, a program that was also the first of its kind in the nation; and

 

     WHEREAS, in 1983, the Foundation, through a grant from the National Endowment for the Arts, initiated the Folk Arts Program to promote and perpetuate traditional folk arts throughout the State; and

 

     WHEREAS, in 1993, the Legislature established the Individual Artist Fellowship Program within the Foundation to recognize and honor Hawaii's talented visual and performing artists; and

 

     WHEREAS, 2015 marks the fiftieth anniversary of the Foundation; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that there is established, within the Department of Accounting and General Services, a task force to plan and coordinate the celebration of the fiftieth anniversary of the Hawaii State Foundation on Culture and the Arts; and

 

     BE IT FURTHER RESOLVED that notwithstanding section 26-34, Hawaii Revised Statutes, the task force members be selected as follows:

 

     (1)  Three members to be selected by the President of the Senate;

 

     (2)  Three members to be selected by the Speaker of the House of Representatives;

 

     (3)  Five members to be selected by the Governor;

 

     (4)  Four members to be selected by the Comptroller; provided that at least two members shall be Foundation employees; and

 

     (5)  The Comptroller, or the Comptroller's designee, who shall serve as an ex officio member; and

 

     BE IT FURTHER RESOLVED that the Chair of the task force be selected by the task force members; and

 

     BE IT FURTHER RESOLVED that a vacancy on the task force be filled by the same selection authority that appointed the vacating member; and

 

     BE IT FURTHER RESOLVED that eight members of the task force constitute a quorum; provided that an affirmative vote of six members shall be necessary to make decisions; and

 

     BE IT FURTHER RESOLVED that the task force meeting schedule be determined by the members; and

 

     BE IT FURTHER RESOLVED that the task force is requested to develop, plan, and coordinate various program activities to celebrate and commemorate the fiftieth anniversary of the Foundation, including a series of events from July 1, 2014, through December 31, 2015; and

 

     BE IT FURTHER RESOLVED that the task force is requested to submit a report of its activities, plans, and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2015; and

 

     BE IT FURTHER RESOLVED that the report include:

 

     (1)  Events the task force has planned and executed prior to the submission of the report;

 

     (2)  A detailed plan on how the task force will implement its remaining recommendations; and

 

     (3)  The identification and recommendation of procedures for the appropriate disbursal of any public funds related to the task force's work; and

 

     BE IT FURTHER RESOLVED that the task force be exempt from chapter 92, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that members of the task force not be considered state employees for the purposes of chapter 84, Hawaii Revised Statutes, due solely to their service on the task force; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, President of the Senate, Speaker of the House of Representatives, Comptroller, and Executive Director of the State Foundation on Culture and the Arts.
