Proposed HD 2:  Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for autism spectrum disorder treatments.  Requires an actuarial analysis to estimate the cost of providing autism spectrum disorder benefits.  Effective July 1, 2050

Proposed HD2:  Establishes licensure requirement for durable medical equipment suppliers participating in the nationwide competitive bidding program through an annual inspection by the executive office on aging.

RELATING TO PROVIDER ORDERS FOR LIFE-SUSTAINING TREATMENT.

Increases access to POLST by updating references from "physician orders for life-sustaining treatment" to "provider orders for life-sustaining treatment" throughout chapter 327K, HRS; expanding health care provider signatory authority to include advanced practice registered nurses; and correcting inconsistencies over terms used to describe who may sign a POLST form on behalf of a patient.  Effective July 1, 2050.  (SB2227 HD1)

Status

RELATING TO INSURANCE CLAIMS.

Limits the reimbursement payments of prescription medications, including relabeled, repackaged, or compounded prescription medications, in workers' compensation claims.  Requires motor vehicle insurance benefits to automatically adopt the prescription drug pricing protections associated with the workers' compensation supplemental medical fee schedule, unless otherwise modified by the Insurance Commissioner through rulemaking.  Effective July 1, 2050.  (SB2365 HD1)

RELATING TO TELEHEALTH.

Requires equivalent reimbursement for services provided through telehealth as for the same services provided via face-to-face contact.  Clarifies definition of health care provider for telehealth purposes.  Changes statutory references to "telemedicine" to "telehealth" for consistency.  (SB2469 HD1)

RELATING TO OCCUPATIONAL THERAPY PRACTICE.

Improves the regulation of occupational therapists and occupational therapy assistants by establishing an occupational therapy program and licensing requirements for occupational therapists and occupational therapy assistants.  Makes an appropriation.  Effective July 1, 2050.  (SB2472 SD2 HD1)

Status

RELATING TO INSURANCE.

Conforms Title 24, HRS, to the federal Patient Protection and Affordable Care Act and NAIC model laws.  Clarifies the authority of insurers with general casualty insurance authority.  Clarifies retention requirements.  Expands the authority of the Insurance Fraud Investigations Branch.  Includes long-term care insurance as part of limited benefit health insurance.  Makes housekeeping amendments to Title 24, HRS.  Effective July 1, 2150.  (SB2820 HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony no later than 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Persons submitting late testimony day of hearing are required to bring in 20 copies for testimony for to be accepted.  Those wishing to submit testimony will be limited to two minutes. 

 

Submit testimony in ONE of the following ways:

PAPER:  20 copies (including an original) to Room 314 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-8437 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:      For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
