RELATING TO TAXATION.

Ensures the long-term sustainability of the Hawaii health connector by levying a tax of two-thirds of one per cent on the gross health insurance premiums derived from the sale of qualified dental plans and qualified plans by insurers in the State, with certain exemptions.

RELATING TO THE HAWAII HEALTH CONNECTOR.

Effective July 1, 2014, lowers the number of members on the board of directors of the Hawaii health connector to twelve, with a maximum of nine total voting members.  Removes members representing insurers and dental benefit providers from the board and requires all but one of the state agency representatives on the board to be ex officio, nonvoting members.  Establishes procedures for filling vacancies on the board.

RELATING TO CONTINUING EDUCATION FOR MARRIAGE AND FAMILY THERAPISTS.

Requires licensed marriage and family therapists to complete a minimum of forty-five hours of continuing education courses, including six hours in ethic courses, during each licensing renewal period, for the period beginning January 1, 2017, and thereafter.

RELATING TO VETERINARY TECHNICIANS.

Establishes requirements for the practice and registration of veterinary technicians.  Requires the Board of Veterinary Examiners to adopt rules.  Effective July 1, 2014.

Requires licensed psychologists to complete a minimum of eighteen credit hours of continuing education courses for the licensing renewal period beginning July 1, 2014, through June 30, 2016.  Requires at least three credit hours of continuing education to be ethics courses.

RELATING TO CONTINUING EDUCATION FOR PSYCHOLOGISTS.

Requires psychologists to complete a minimum of eighteen continuing education credit hours beginning with renewal for the licensing biennium July 1, 2016, through June 30, 2018.
