Clarifies that amounts received by a contractor of the veterans Patient-Centered Community Care Program for costs or advances to third party health care providers are excluded from the State general excise tax.

RELATING TO MEMORIALS.

Appropriates funds for the planning, design, and construction of a Hawaii Gulf War Memorial to be located at the Hawaii State Veterans Cemetery in Kaneohe, on the island of Oahu, and replicas of the memorial to be located at state veterans' cemeteries statewide.  Effective July 1, 2050.

Establishes a Women's Veterans Coordinator position within the Office of Veterans' Services to assist women veterans who served on active duty for the full period they were activated and who were discharged with other than a dishonorable discharge.  Appropriation.  Effective July 1, 2014.

Requires the counties to obtain approval from the office of veterans' services prior to any action that may impact the State's obligation to establish and maintain veterans cemeteries.

Exempts qualifying totally and permanently disabled veterans from paying the state motor vehicle registration fee.  Requires the Office of Veterans' Services to report the number of qualifying veterans to the legislature and department of taxation.  Effective September 1, 2014.

RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT.

Creates a capital infrastructure tax credit for tenants who are displaced by the Kapalama container terminal project.  Enables banks and other financial corporations to claim the capital infrastructure tax credit.  Provides that section 704(b)(2) of the Internal Revenue Code shall not apply to allocations of the capital infrastructure tax credit.  Reinstates the technology infrastructure renovation tax credit through 2019.

RELATING TO TRANSPORTATION.

Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities.  Authorizes the State to quitclaim ownership of roads in favor of counties.  Effective July 1, 2214.

Appropriates $600,000 for fiscal year 2014-2015 to support operational mission readiness activities of the Hawaii Wing of the Civil Air Patrol, including facilities maintenance and capital improvements not funded by the National Civil Air Patrol.  Effective July 1, 2014.

Extends Department of Transportation's authority to extend the term of an airport concession, and to modify and amend the terms of any concession contracts, leases, and permits in exchange for revenue-enhancing improvements that are made or paid for by the concession.  Effective June 30, 2014.

Proposes an amendment to the Hawaii State Constitution to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist agricultural enterprises on any type of agricultural land.

Assists agricultural enterprises in the State by authorizing the State to issue special purpose revenue bonds for their benefit. RELATING TO AGRICULTURE INNOVATION.

Establishes an Agriculture Innovation Grant Program and Agriculture Innovation Grant Fund to fund agribusiness incubator programs to support start-up businesses in Hawaii focused on feed production, food waste recycling, on-farm energy efficiency, soil health and conservation, and food related agricultural activities.  Makes an appropriation.  Effective July 1, 2014.
