RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY'S ADMINISTRATION OF THE HOUSING CHOICE VOUCHER PROGRAM.

Requires surrender of housing voucher upon vacancy of unit by last original household member.  Allows surviving minor to retain voucher until age 21.

Status

RELATING TO SOLID WASTE REDUCTION.

Clarifies that HPHA is authorized to contract with private businesses to remove food and green waste from public housing projects.

RELATING TO LOW-INCOME HOUSING.

Authorizes the issuance and appropriate of general obligation bonds to fund low-income housing tax credit loans.

Status

RELATING TO ECONOMIC SUSTAINABILITY.

Establishes an income tax credit for proposed projects to be located in areas that are location efficient.  Establishes procedures for the HHFDC to determine whether proposed projects meet certain requirements necessary to qualify for the tax credit.  Requires the HHFDC to report annually to the legislature.  Sunset 1/1/2018.

RELATING TO HOUSING.

Appropriates funding for the Housing First Initiative; for matching funds for HUD-funded Continuum of Care Permanent Supportive Housing Programs; and for the Shallow Subsidy Program.

Granting temporary relief from county housing requirements as recommended by the construction industry task force to stimulate housing construction statewide.

RELATING TO AGRICULTURE.

Authorizes the exemption of farm-based housing for certain agricultural employees from state and local laws and regulations through a special permit process.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
