RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.

Establishes guidelines for the transition of the Hawaii health systems corporation, a regional system, or a combination of two or more regional systems, into a nonprofit corporation.  Proposes certain retirement benefits for employee of the Hawaii health systems corporation who are employees' retirement system members.

RELATING TO HOME BIRTH.

Establishes the home birth safety board to adopt rules and protocols for home birth providers.  Requires home birth providers to be licensed beginning on 7/1/2015 and to meet minimum educational and training requirements.  Requires the home birth safety board to investigate complaints concerning violations of its regulations and to take disciplinary action when necessary.  Limits home births to clients with normal, low-risk pregnancies.  Requires licensed home birth providers to use informed consent documents with their clients and to follow record keeping and reporting requirements.

RELATING TO HOME BIRTH.

Requires the board to investigate complaints concerning violations of its rules and to take disciplinary action when necessary.  Limits home births to clients with low-risk pregnancies.  Requires licensed midwives to use informed consent agreements with their clients and to follow record keeping and reporting requirements.  Effective 1/1/2016. (Proposed SD1) 

 

Both the proposed SD1 of SB2569 and the current version will be heard.  Please identify which version you are testifying in regards to when submitting testimony.
