RELATING TO MOTOR CARRIER SAFETY.

Amends or deletes statutes containing federal requirements that are addressed in Hawaii Administrative Rules.

RELATING TO MOTOR VEHICLE INSPECTIONS.

Expands authority of the director of transportation over required motor vehicle and motor carrier vehicle inspections in the State.

RELATING TO MOPEDS.

Requires annual registration and inspection of mopeds.  Requires operators of mopeds to enroll in safety courses to operate their mopeds.  Increases the fine for modifying a moped to $1,000.  Effective January 1, 2015.

RELATING TO TRANSPORTATION.

Requires the Department of Transportation to conduct a feasibility study on the construction of an alternative access road into and out of the Leeward Coast of Oahu mauka of Farrington Highway beginning at Lualualei Naval Magazine Road.  Appropriates funds for the study.

RELATING TO TRANSPORTATION.

Appropriates state matching funds to the counties for road repair and repaving.  Establishes additional requirements to qualify for the use of the state matching funds.

Establishes a car-sharing vehicle surcharge tax.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
