RELATING TO THE REGULATION OF PESTICIDES. Appropriates funds from the pesticide use revolving fund to facilitate increased pesticide regulation. (SD1)

RELATING TO AGRICULTURE. Appropriates monies to reimburse qualified producers for a percentage of each farm's feed expenses. Provides monies for the administrative costs of the livestock revitalization program.

RELATING TO CONTINUING EDUCATION FOR MARRIAGE AND FAMILY THERAPISTS. Requires licensed marriage and family therapists to complete a minimum of forty-five hours of continuing education courses, including six hours in ethic courses, during each licensing renewal period, for the period beginning January 1, 2017, and thereafter.

RELATING TO TOBACCO REGULATION. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes or tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and other tobacco products. Specifies that revenue from the license and permit fees shall be used to support smoking cessation programs in the State. (SD1)

RELATING TO THE HURRICANE RESERVE TRUST FUND. Requires the interest and other moneys earned on the principal of the hurricane reserve trust fund to be deposited into the trust fund instead of being diverted to the general fund. Repeals 06/30/2019. (SD1)

RELATING TO SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT. Adds or amends definitions for clarity. Deletes exemptions for individuals facilitating mortgage loans for family members and family property. Clarifies requirements for branch managers. Requires a mortgage loan originator company to be open for business during posted business hours. Requires the commissioner of financial institutions or the commissioner's representative to conduct examinations or investigations of a mortgage loan originator company during regular business hours. Excludes certain information included in NMLS from confidentiality provisions of the law. Makes various housekeeping amendments. (SD1)

RELATING TO HAWAII 3R'S. Renames the Hawaii 3R's school repair and maintenance fund the Hawaii 3R's school improvement fund. Requires the transfer of moneys collected pursuant to section 235-102.5(b), Hawaii Revised Statutes, and any other moneys received in the form of grants and donations for school-level improvements and minor repairs and maintenance to the Hawaii 3R's school improvement fund.

RELATING TO HOUSING. Makes an appropriation to improve the existing public housing stock and increase the supply of public housing units in the State.

RELATING TO CHILDREN. Makes an appropriation to the department of public safety for programs and services for children of incarcerated parents and to assist with family reunification.

RELATING TO AGING. Establishes a fall prevention and early detection coordinator within the Department of Health's Emergency Medical Services and Injury Prevention System Branch. Appropriates $81,985 for FY 2014-2015. (SD1)

RELATING TO HOUSING. Part I: Appropriates funds to the department of health for substance abuse treatment, mental health support services, and clean and sober housing services. Part II: Appropriates funds for a rental assistance program, also known as a shallow subsidy program. Parts III and IV: Appropriates funds to the department of human services to continue to administer housing first programs for chronically homeless individuals and to reestablish the homeless prevention and rapid re-housing program. Part V: Appropriates matching funds for the federal continuum of care permanent supportive housing programs to provide rental assistance in connection with supportive services. Part VI: Appropriates funds for innovative temporary housing solutions related to the homeless assistance working group's findings and recommendations. Part VII: Transfers the homeless assistance working group from the department of human services to the legislature. Requires the chairpersons of the senate and house of representatives committees on human services to convene the homeless assistance working group instead of the director of human services, or a designee. RELATING TO HOUSING. Establishes a rental deposit loan program within the Hawaii housing finance and development corporation to assist low income and homeless individuals and families in obtaining affordable rental housing. Effective 7/1/2050. (SD1)

RELATING TO THE DISPOSITION OF THE CONVEYANCE TAX COLLECTIONS TO THE RENTAL HOUSING TRUST FUND. Restores the allocation of conveyance tax collections to the rental housing trust fund to fifty per cent beginning 7/1/2014.

RELATING TO THE GENERAL ASSISTANCE PROGRAM. Allows the Department of Human Services to draw from other funds appropriated to the Department of Human Services to maintain the level of General Assistance benefits payments set at the beginning of each fiscal year for the entire fiscal year.

RELATING TO THE ESTABLISHMENT OF THE INTERIM ASSISTANCE REIMBURSEMENT SPECIAL FUND. Establishes a special fund, the Interim Assistance Reimbursement Special Fund, into which interim assistance reimbursements received from the Social Security Administration are deposited for repayment of State-funded financial assistance provided under the general assistance, aged, blind and disabled or temporary assistance for needy families for recipients who are retroactively approved for Supplemental Security Income and authorizes the Department of Human Services to expend the funds for State-funded financial assistance programs. RELATING TO ESTABLISHING A SECOND DEPUTY DIRECTOR POSITION FOR THE DEPARTMENT OF HUMAN SERVICES. Restore the second deputy director position for the department of human services. (SD1)

RELATING TO HEALTH. Creates a task force that is to be convened by the department of health to study and make recommendations on elective pre-term pregnancy deliveries and point-of-care newborn screening. Appropriates funds to reimburse task force members for travel and other expenses.

RELATING TO HEALTH. Makes an appropriation to establish and fund two advanced life support ambulances based in Puna and Makalei on the island of Hawaii, including acquisition of vehicles, equipment, and personnel costs. (SD1)

RELATING TO PUBLIC SAFETY. Authorizes the establishment of a diversion and reentry pilot project. Appropriates funds. Repeals July 1, 2016.

RELATING TO PAROLE. Specifies that funds for discharged persons be subject to legislative appropriation. Clarifies circumstances under which the paroling authority may grant early discharges.
