RELATING TO CONTINUING EDUCATION FOR MARRIAGE AND FAMILY THERAPISTS.

Requires licensed marriage and family therapists to complete a minimum of forty-five hours of continuing education courses, including six hours in ethic courses, during each licensing renewal period, for the period beginning January 1, 2017, and thereafter.

RELATING TO TOBACCO REGULATION.

Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes or tobacco products.  Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and other tobacco products.  Specifies that revenue from the license and permit fees shall be used to support smoking cessation programs in the State.  (SD1)

Requires the interest and other moneys earned on the principal of the hurricane reserve trust fund to be deposited into the trust fund instead of being diverted to the general fund.  Repeals 06/30/2019.  (SD1)

Adds or amends definitions for clarity.  Deletes exemptions for individuals facilitating mortgage loans for family members and family property.  Clarifies requirements for branch managers.  Requires a mortgage loan originator company to be open for business during posted business hours.  Requires the commissioner of financial institutions or the commissioner's representative to conduct examinations or investigations of a mortgage loan originator company during regular business hours.  Excludes certain information included in NMLS from confidentiality provisions of the law.  Makes various housekeeping amendments.  (SD1)

RELATING TO HOUSING.

Part I:  Appropriates funds to the department of health for substance abuse treatment, mental health support services, and clean and sober housing services.  Part II:  Appropriates funds for a rental assistance program, also known as a shallow subsidy program.  Parts III and IV:  Appropriates funds to the department of human services to continue to administer housing first programs for chronically homeless individuals and to reestablish the homeless prevention and rapid re-housing program.  Part V:  Appropriates matching funds for the federal continuum of care permanent supportive housing programs to provide rental assistance in connection with supportive services.  Part VI:  Appropriates funds for innovative temporary housing solutions related to the homeless assistance working group's findings and recommendations.  Part VII:  Transfers the homeless assistance working group from the department of human services to the legislature.  Requires the chairpersons of the senate and house of representatives committees on human services to convene the homeless assistance working group instead of the director of human services, or a designee.  (SD1)

RELATING TO THE ESTABLISHMENT OF THE INTERIM ASSISTANCE REIMBURSEMENT SPECIAL FUND.

Establishes a special fund, the Interim Assistance Reimbursement Special Fund, into which interim assistance reimbursements received from the Social Security Administration are deposited for repayment of State-funded financial assistance provided under the general assistance, aged, blind and disabled or temporary assistance for needy families for recipients who are retroactively approved for Supplemental Security Income and  authorizes the Department of Human Services to expend the funds for State-funded financial assistance programs.  Appropriation.

RELATING TO PAROLE.

Specifies that funds for discharged persons be subject to legislative appropriation.  Clarifies circumstances under which the paroling authority may grant early discharges.  Provides discretion to the paroling authority with respect to initial pardon consideration as it relates to paroled prisoners.  (SD1)
