RELATING TO EDUCATION.

Establishes the office of Hawaiian education for the purpose of providing instruction to public school students on Hawaiian history, culture, arts, and language.  Requires reports to the legislature.  Makes an appropriation for the office of Hawaiian education.  Effective July 1, 2050.  (SD1)

RELATING TO EDUCATION.

Applies the requirement for all public secondary schools to implement a school year that includes 990 student instructional hours to all school years beginning with the 2014-2015 school year.  Repeals the requirement that by the 2016-2018 school years, all public schools implement a school year of 180 days and 1,080 student instructional hours for both elementary and secondary school grades.  Clarifies that the definition of "student instructional hours" shall be determined by the board of education in consultation with the exclusive representatives of the appropriate bargaining units.  (SD1)

RELATING TO EDUCATION.

Authorizes the State Public Charter School Commission to assess fees on non-state entities and individuals to help offset its operating costs.  Establishes pre-opening procedures and requirements for charter applicants.  Clarifies that appropriations for the state public charter school commission are separate and in addition to appropriations for charter schools.  Makes other amendments to Hawaii's charter school law for clarity and consistency.  Effective July 1, 2030.  (SD1)

RELATING TO EDUCATION.

Requires children to undergo a physical examination prior to attending seventh grade beginning with the 2015-2016 school year.  Makes an appropriation to the department of education.  Effective July 1, 2030.  (SD1)

RELATING TO EDUCATION.

Authorizes Department of Education employees and agents with specified training to volunteer to administer auto-injectable epinephrine to a student with anaphylaxis.  Allows the Department of Education to make arrangements to receive auto-injectable epinephrine supplies from manufacturers and suppliers.  Establishes a five-year auto-injectable epinephrine pilot program within the Department of Education.  Requires reports to the Legislature.  Makes an appropriation.  Effective July 1, 2030.  (SD1)

RELATING TO HIGH TECHNOLOGY.

Part I:  Amends section 206M-15, Hawaii Revised Statutes, to add Phase II or III Small Business Innovation Research grants to qualifying criteria.  Increases the ceiling on transfers from the Hawaii Capital Loan Revolving Fund from $100,000 to an unspecified amount.  Part II:  Reestablishes the high technology innovation corporation.  Changes the name of the High Technology Development Corporation to Hawaii Technology Development Corporation.  Effective January 20, 2050.  (SD1)

Appropriates general funds to provide ongoing financial support to healthy aging programs and services.  Requires the Executive Office on Aging to conduct a public education and awareness campaign on long-term care and appropriates general funds for its support and evaluation.  (SD1)

RELATING TO LANGUAGE ACCESS.

Increases the appropriations provided in Act 217, Session Laws of Hawaii 2013, for fiscal year 2014-2015 for establishment of the statewide language access resource center and establishment of the multilingual website pilot project administered by the Office of Language Access.  Effective July 1, 2050.  (SD1)

RELATING TO HOME CARE LICENSING.

Extends by five years the repeal date of Act 21, Special Session Laws of Hawaii 2009, which requires the department of health to license home care agencies.  Appropriates funds to establish a full-time equivalent permanent position in the Department of Health to facilitate the licensing of home care agencies.  Effective June 29, 2050.  (SD1)

RELATING TO HEALTH.

Requires Med-QUEST and Medicaid coverage for chiropractic care, limited to 24 visits per calendar year.  Appropriates funds.  Effective July 1, 2050.  (SD1).

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM.

Continues the Nursing Facility Sustainability Program by extending the sunset date of the Act to June 30, 2015, updating the referral dates in the statute, and appropriating funds from the Nursing Facility Sustainability Program Special Fund for fiscal year 2014-2015.  Exempts the nursing facility program special fund from central service expenses assessed under section 36-27, Hawaii Revised Statutes.  (SD1)
