Requires birthing facilities to perform a pulse oximetry test to screen for critical congenital heart defects, as well as other procedures as specified by the guidelines of the American Academy of Pediatrics, on every newborn in its care prior to discharge from the facility, with certain exceptions.  Makes an appropriation.  (SD1)

RELATING TO THE PROTECTION OF TARO.

Prohibits the Board of Land and Natural Resources, in declaring residential development areas and acquiring lands therein, from disturbing wetland taro lands and infrastructure on undeveloped lands.  Establishes a fourth class--taro lands classification for public lands. Permits structure for lo‘i taro fields in the agricultural district.  Establishes growth and perpetuation of traditional Hawaiian crops as a goal of the State Planning Act.  Authorizes BLNR, with the Taro Security and Purity Task Force, to create an inventory of taro lands.  (SB2241 HD1)

RELATING TO CONDOMINIUM ASSOCIATIONS.

Clarifies that a condominium association's lien is subordinate to real property taxes, rather than all taxes.  Clarifies that a condominium association may assess unpaid common fees against a purchaser, in addition to a mortgagee, who purchases a delinquent unit in a judicial or nonjudicial power of sale foreclosure.  Effective 7/1/2050.  (SD1)

RELATING TO TRANSPORTATION.

Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities.  Authorizes the State to quitclaim ownership of roads in favor of counties.  Effective July 1, 2050.  (SB2761 HD1)
