A BILL FOR AN ACT

 

 

relating to marine national monuments.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  On January 6, 2009, President George W. Bush established by Presidential Proclamation 8336 the Pacific Remote Islands Marine National Monument to protect and preserve the marine environment around Wake, Baker, Howland, and Jarvis islands; Johnston and Palmyra atolls; and the Kingman Reef for the care and management of the historic and scientific objects located there.  Intertwined with these marine habitats is the military history of the Pacific war, during which these remote islands witnessed some of the most brutal battles of world war II.

     The legislature finds that there is a need to record and preserve information about this part of the United States, particularly as it relates to the second world war.  With the use of videoconferencing technology, a journey through the Pacific Remote Islands Marine National Monument would take students and the public to places they cannot readily access.  Such a journey would include photographs of sunken warships and submarines; interviews with veterans of world war II and the Kamehameha Schools students of Jarvis island; and research of the conditions of the ocean, plants, and sea life in the area.  The proposed journey is expected to last approximately six weeks.

     The purpose of this Act is to appropriate funds to the department of land and natural resources, to be matched by         , to fund:

     (1)  The operational costs of a journey through the Pacific Remote Islands Marine National Monument; and

     (2)  The production of a television series, books, and other educational materials about this journey.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2015-2016 for:

     (1)  The operational costs of a journey through the Pacific Remote Islands Marine National Monument; and

     (2)  The production of a television series, books, and other educational materials about this journey;

provided that no funds shall be made available under this Act, unless          provides matching funds on a    basis for the purposes for which this sum is appropriated.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2015.
