A BILL FOR AN ACT

 

 

relating to the department of education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to subpart C of part II to be appropriately designated and to read as follows:

     "§302A-      High school referees.   (a)  There is established within the department a certification program for persons qualified to serve as referees at high school athletic events.  The superintendent shall appoint an administrator for the certification program who shall be subject to chapter 76.  The administrator, without regard to the public notice and public hearing requirements of chapter 91 shall:

     (1)  Establish and apply standards for persons to become certified as referees;

     (2)  Establish and operate a process for the selection of referees to officiate at each high school athletics event; and

     (3)  Invite input, suggestions, and feedback from high school athletics coaches on the implementation of paragraph (2).

     (b)  The department, through its administrator, may operate the certification program directly or may contract with a private nonprofit organization for its operation; provided that the contract shall be exempt from chapter 103D."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
