A BILL FOR AN ACT

 

 

relating to ENERGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  In 2008, the Hawaii clean energy initiative was launched to transform Hawaii's energy economy from fossil fuels to indigenous renewable energy.  The legislature finds hydrogen produced from Hawaii's renewable energy resources is an important source of renewable energy for the State.

     Currently, however, the capacity to test hydrogen purity to verify that the hydrogen purity meets SAE International's J2719 standard for fuel cell vehicles does not exist in Hawaii and is too costly for private industry to undertake.  To help meet the objectives of the Hawaii clean energy initiative, funds are needed to establish hydrogen purity testing capability in Hawaii. 

     The purpose of this Act is to appropriate funds for equipment, training, and ongoing operations necessary to establish hydrogen purity testing capability in Hawaii.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $      or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for equipment, training, and ongoing operations necessary to establish hydrogen purity testing capability in Hawaii.

     The sums appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2015.
