A BILL FOR AN ACT

 

 

RELATING TO COLLEGE-CREDIT EQUIVALENCY PROGRAMS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 304A-802, Hawaii Revised Statutes, is amended by amending subsections (a) and (b) to read as follows:

     "(a)  There is established at the university and the community colleges a college-credit equivalency program.  The purpose of this program is to award college credits to students who are enrolled in a degree or certificate program at the university or at a community college and who have successfully completed, at a high school, business school, trade school, adult education school, or military training program, courses that are equivalent to courses offered for credit in the University of Hawaii system.  The program shall also award credits for professional experience gained through service in the United States armed forces.  Credits [may] shall also be awarded for college-level learning gained from work or other life experiences [at the discretion of the university].

     (b)  The university shall be responsible for the establishment of policies and procedures to administer the program.  In this regard, the university, among other things, shall prepare and make public the following:

     (1)  The list of the high school, business school, trade school, and adult education school courses for which college credits may be earned;

     (2)  The number of credits that may be earned for each course;

     (3)  The minimum standards or grades necessary to earn college credits; and

     (4)  A learning assessment or other criteria to determine college-level learning gained during service in the United States armed forces[.] or from work or other life experiences."

     SECTION 2.  The University of Hawaii shall submit a report to the legislature detailing:

     (1)  The university's progress in establishing policies and procedures for awarding college credit for work or other life experiences pursuant to this Act, including the development and implementation of a learning assessment or other criteria to determine whether and to what extent learning gained from work or other life experiences is commensurate with college-level learning;

     (2)  The university's efforts in disseminating information about opportunities to obtain college credit for work or other life experiences pursuant to this Act; and

     (3)  Data on the number of students awarded college credit pursuant to this Act.

     The report shall be submitted to the legislature no later than twenty days prior to the convening of the regular sessions of 2016, 2017, and 2018.

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2525.


 


 

Report Title:

UH; College-Credit Equivalency Program; Work and Life Experience

 

Description:

Requires, rather than authorizes, UH to establish policies and procedures for the awarding of credits for college-level learning gained from work or other life experiences, other than military service covered under current law.  Requires UH to report to the Legislature on its progress in awarding the college credits.  (HB981 HD1)
