HOUSE CONCURRENT

RESOLUTION

 

 

requesting the department of education with the assistance of the board of education to review and report on the benefits and feasibility of expanding the Complex boundaries of kaimuki high school.

 

 

 


     WHEREAS, Kaimuki High School was established in 1943 and serves the communities of Kaimuki, Kapahulu, Moiliili, McCully, Palolo Valley, St. Louis Heights, Waikiki, and parts of Diamond Head and the University area; and

 

     WHEREAS, many of the communities within the Kaimuki High School complex boundaries have older residents with no school-age children, which has led to a decrease in student enrollment at Kaimuki High School; and

 

     WHEREAS, enrollment at Kaimuki High School in fiscal year 2015-2016 is projected at 727 students, the lowest enrollment total for the six high schools in the Honolulu District, trailing far behind district leader Farrington High School (2,378 students), as well as McKinley High School (1,629 students), Roosevelt High School (1,367 students), Kalani High School (1,280 students) and Kaiser High School (1,159 students); and

 

     WHEREAS, under the Weighted Student Formula, which allots state money according to the needs of individual students, Kaimuki High School is projected to receive a Honolulu District low of $3,529,931 in state funding for fiscal year 2015-2016, much less than other high schools in its district cohort, from district leader Farrington ($10,599,228) to the next-lowest funded school, Kaiser High School ($5,002,116); and

 

     WHEREAS, the amount of state funding allotted to Kaimuki High School impacts the school's ability to meet fixed-cost obligations such as facilities maintenance, school security, and support of school personnel; and

 

     WHEREAS, the expansion of the Kaimuki complex boundaries could be a useful method to increase Kaimuki High School's enrollment and equalize state funding among Honolulu District high schools under the Weighted Student Formula; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the Department of Education, with the assistance of the Board of Education, is requested to review and report on the benefits and feasibility of expanding Kaimuki's complex boundaries as a means to ensure that Kaimuki High School receives adequate state funding to meet its fixed costs and provide a quality education for students; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to submit the report of its findings and recommendations to the Legislature no later than twenty days before the commencement of the Regular Session of 2016; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education, the Superintendent of Education, and the Principal of Kaimuki High School.
