A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE ELEVENTH senatorial DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $22,735,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the purpose of financing capital improvement projects for the eleventh senatorial district, as follows:

1.   To be expended by the department of land and natural resources:

     A.   Tantalus/Roundtop urban forest master plan, Oahu

Plans and design to support urban forest, recreation management, and coordination between multiple agencies and organizations.

              Design                                  150,000

                   Total funding                  $   600,000

2.   To be expended by the department of education:

     A.   Queen Kaahumanu elementary school, Oahu

Construction and equipment for digital learning center in the library.

              Construction                        $    10,000

              Equipment                                65,000

                   Total funding                  $    75,000

     B.   Lincoln elementary school, Oahu

Plans, design, construction, and equipment to install air conditioning in the classrooms of four buildings.

              Plans                               $    50,000

                   Total funding                  $   400,000

     C.   Manoa elementary school, Oahu

Plans, design, construction, and equipment for covered playcourt facility for the blacktop area.

     D.   Noelani elementary school, Oahu

Plans, design, construction, and equipment to create a new twenty-first century classroom and expand, renovate, and improve the library, including reroofing and air conditioning system replacement.

     E.   Roosevelt high school, Oahu

Plans, design, construction, and equipment for new gymnasium and additional parking; ground and site improvements; equipment and appurtenances.

                   Total funding                  $ 20,100,000

     F.   Stevenson middle school, Oahu

Construction to increase the height of retaining wall.

              Construction                        $    10,000

3.   To be expended by the department of Hawaiian home lands:

     A.   Papakolea community center and park, Oahu

Plans, design, and construction to repair and renovate the steel structure of the covered playcourt, replace playcourt and playground flooring, replace gates, and strengthen community center foundation. 

              Plans                               $    25,000

              Design                                   15,000

              Construction                            210,000

                   Total funding                  $   250,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agencies for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2015.
