RELATING TO AGRICULTURAL DISTRICTS. Permits composting in agricultural districts if a special use permit is obtained. Restricts composting on lands in agricultural district with soil classified by the land study bureau's detailed land classification as overall (master) productivity rating class A or B to on-site uses using the lesser of one acre or ten per cent of the land. RELATING TO A FARM TO SCHOOL PROGRAM. Establishes the Hawaii farm to school program and a farm to school coordinator position. Appropriates funds. Effective Date 7/1/2050. (SD2)

RELATING TO THE PROTECTION OF TARO. Creates a classification of agricultural public lands entitled "taro lands". Appropriates funds to the board of land and natural resources to create an inventory of lands classified as taro lands. Effective 7/1/2050. (SD1)

Requires Hawaii fresh produce or items made with Hawaii grown produce sold at farmers' markets to be displayed with a label or sign containing an identity statement declaring the Hawaii produce's county of geographic origin. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 1 copies (including an original) to Room 441 in the State Capitol;
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit testifiers to two minutes. This two minute policy will be enforced to ensure fairness and adequate consideration of all measures.
