RELATING TO THE SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT.

Establishes a mortgage license exemption for sellers of real property who offer or negotiate terms of a mortgage loan secured by the seller's own real property; provided that the seller does not engage in more than three mortgage loans in one calendar year.

RELATING TO COMMON INTEREST COMMUNITIES.

Establishes term limits on board of director members for planned community associations and condominiums.

RELATING TO PLANNED COMMUNITY ASSOCIATIONS.

Authorizes the members of a planned community association to call a special meeting by petition signed by not less than 25% of the members.

RELATING TO DOMESTIC VIOLENCE.

Permits the termination of residential rental agreements in cases of domestic violence.  Specifies additional procedures under the residential landlord-tenant code for instances of domestic abuse.

RELATING TO ARREST BOOKING PHOTOGRAPHS.

For criminal cases resulting in no conviction: 1) prohibits commercial websites from collecting a fee for removing arrest booking photographs from the website; and 2) prohibits criminal justice agencies from posting arrest booking photographs on a website except as provided by law.

Status

RELATING TO THE INSURANCE PREMIUM TAX.

Temporarily imposes an insurance premium tax on mutual benefit societies and health maintenance organizations but exempts them from the tax if they do not file for an insurance plan rate increase during that period.

RELATING TO INTOXICATING LIQUOR.

Authorizes restaurants and retail dealers with a liquor license to sell beer, malt beverages, wine, or cider for off-premises consumption, under certain conditions.  Authorizes brewpubs and small craft producer pubs with a liquor license to sell for off-premises consumption malt beverages purchased from another liquor licensee.

Status

RELATING TO ANIMALS.

Extends criminal liability to the owner of a dog that has been deprived of sustenance.  Requires persons holding a dog license to provide notification if ownership of the dog is transferred.  Requires persons holding a dog license to provide microchip information.

RELATING TO CHECK CASHING.

Places a cap on the interest that a check casher can charge pursuant to a deferred deposit agreement at 36 per cent per annum.

RELATING TO CHECK CASHING.

Requires the written agreement for the deferred deposit of checks to also state that all cumulative fees charged for deferred deposit transactions shall not exceed an annual percentage rate of 39%.

RELATING TO DEFERRED DEPOSITS.

Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from 15% to 7% of the face value of the check.

RELATING TO TAXATION.

Exempts wind resistive devices from the general excise tax on wholesale and retail transactions from 1/1/2016 to 12/31/2017.
