RELATING TO EDUCATION.

Establishes a special fund for the development of charter school facilities. Establishes an income tax credit for taxpayers who make contributions to the development of charter school facilities. Appropriates funds for the Hawaii charter school facility development special fund.

Appropriates funds for the state public charter school commission to allocate to charter schools for facilities projects. Requires annual reporting to the legislature.

RELATING TO CHARTER SCHOOLS.

Temporarily authorizes the state public charter school commission to request the issuance of general obligation bonds to finance public charter school facilities. Creates a working group to determine the allocation of bond proceeds. Specifies that bond-funded facilities are owned by the State. Requires an annual report to the legislature. Authorizes the issuance of bonds to fund public charter school facilities.

Status

RELATING TO PUBLIC CHARTER SCHOOLS.

Requires state departments, upon the closure of facilities, to consider the facility's suitability for use by public charter schools or early learning pre-plus programs, and to notify the state public charter schools commission or executive office on early learning of the availability and suitability of the facility. Requires more detailed annual reporting by the state public charter school commission. Establishes a charter school facilities funding working group. Appropriates funds for public charter schools. Authorizes the issuance of general obligation bonds and appropriates funds for public charter school facilities design, planning, construction, repair and maintenance.

RELATING TO PUBLIC CHARTER SCHOOLS.

Establishes protocol for public charter schools in the event a school becomes financially insolvent. Authorizes school closure if determined necessary by an authorizer in the event of financial insolvency or due to health and safety issues.

Allows a public charter school student who has been notified of the prospect of charter revocation or nonrenewal or school closure to enroll in a school outside of the student's service area.

Amends the chapter governing public charter schools to align the requirements for start-up and conversion charter schools. Defines "applicant governing board" and makes conforming amendments. Makes other housekeeping amendments.

RELATING TO GOVERNMENT OPERATIONS.

Repeals sections of part VIII, Act 51, Session Laws of Hawaii 2014. Transfers rights and resources related to capital improvement programs, repair and maintenance functions, and operation of a central human resources system for DOE employees from DOE to DAGS and DHRD, respectively.

Allows public schools, upon appropriate approval, to use school resources to distribute to students and their families third party promotional materials that contain information about a community event or are produced by or offer services from a nonprofit organization if the material meets specified criteria.

RELATING TO EMERGENCY SHELTERS.

Authorizes the issuance of general obligation bonds to fund the retrofitting of public school buildings so they may also be used as emergency shelters.

RELATING TO THE DEPARTMENT OF EDUCATION.

Establishes an interagency working group consisting of the senate education committee chairperson, house of representatives education committee chairperson, superintendent of education, and comptroller, or their designees, and any other persons the superintendent of education or comptroller deem necessary. Tasks the interagency working group with discussing various issues relating to Act 51, Session Laws of Hawaii 2004.

RELATING TO SCHOOL HEALTH.

Requires the Department of Education and Department of Health to jointly establish an interagency working group to create a comprehensive school health program.
