RELATING TO PUBLIC SCHOOLS.

Requires the department of education to develop a transition plan to end multi-track schedules in public schools and report to the legislature regarding the plan and any proposed legislation.  Requires the department of education to give priority to overpopulated schools, including multi-track schools, among capital improvement project appropriation requests submitted to the legislature.

Increases the number of public school student representatives on the board of education from one to two.

Provides voting rights to the high school student member of the board of education and gives the governor authority to select the student member from a list of nominees compiled by the state student council.

Allows public schools, upon appropriate approval, to use school resources to distribute to students and their families third party promotional materials that contain information about a community event or are produced by or offer services from a nonprofit organization if the material meets specified criteria.

Amends the chapter governing public charter schools to align the requirements for start-up and conversion charter schools.  Defines "applicant governing board" and makes conforming amendments.  Makes other housekeeping amendments.

Allows a public charter school student who has been notified of the prospect of charter revocation or nonrenewal or school closure to enroll in a school outside of the student's service area.

Establishes protocol for public charter schools in the event a school becomes financially insolvent.  Authorizes school closure if determined necessary by an authorizer in the event of financial insolvency or due to health and safety issues.

Temporarily authorizes the state public charter school commission to request the issuance of general obligation bonds to finance public charter school facilities.  Creates a working group to determine the allocation of bond proceeds.  Specifies that bond-funded facilities are owned by the State.  Requires an annual report to the legislature.  Authorizes the issuance of bonds to fund public charter school facilities.

Appropriates funds for the state public charter school commission to allocate to charter schools for facilities projects.  Requires annual reporting to the legislature.

RELATING TO CHARTER SCHOOLS.

Authorizes the state public charter school commission to request the issuance of general obligation bonds and to allocate the proceeds thereof for the design, planning, construction, repair, and maintenance of public charter school food service facilities.  Establishes a charter schools food service special fund.  Authorizes the issuance of general obligation bonds, and appropriates funds to be deposited in the charter schools food service special fund for the purpose of meeting the food service needs of the State's public charter schools.  Requires the state public charter school commission to report annually to the legislature regarding the expenditure of funds from the charter schools food service special fund.  Establishes a working group to determine criteria for and prioritize the expenditures from the charter schools food service special fund.

MAKING AN EMERGENCY APPROPRIATION FOR KUA O KA LA PUBLIC CHARTER SCHOOL AND THE HAWAII ACADEMY OF ARTS AND SCIENCE PUBLIC CHARTER SCHOOL.

Appropriates emergency funds to Kua O Ka La public charter school and the Hawaii Academy of Arts and Science public charter school for costs associated with the threat of lava flow on the island of Hawaii.
