Status

RELATING TO ENERGY RESOURCES.

Requires the Public Utilities Commission to commence a proceeding by September 1, 2015, regarding equity for all ratepayers in net energy metering.

Status

RELATING TO THE MERGER, ACQUISITION, AND CONSOLIDATION OF ELECTRIC UTILITIES.

Requires the PUC to apply certain standards and criteria and hold a public hearing to determine whether to approve a merger, acquisition, or consolidation of an electric utility.

HB 1512

Status

RELATING TO PERFORMANCE-BASED REGULATION.

Establishes performance-based criteria from which the PUC must periodically establish goals that the electric utility companies must meet or be subject to the imposition of conditions.

Status

RELATING TO ENERGY.

Requires the legislative reference bureau to analyze different public utility models followed in the United States and compare them with the utility model followed in Hawaii.  Appropriates funds.

Status

RELATING TO THE INTERISLAND HIGH-VOLTAGE ELECTRIC TRANSMISSION CABLE SYSTEM.

Removes the authorization granted to the public utilities commission to establish a regulatory structure for the installation and implementation of an interisland high-voltage electric transmission cable system by repealing chapter 269, part VIII, Hawaii Revised Statutes, and making conforming amendments.

RELATING TO ENERGY.

Requires the PUC to establish a process for the creation of integrated energy districts.

Status

RELATING TO ENERGY STORAGE.

Establishes an income tax credit for each grid-connected energy storage property that is installed and placed in service in the State during the taxable year beginning after 12/31/2015; provided that this tax credit shall not be available for taxable years beginning after 12/31/2026.  Allows the tax credit to be claimed as either an investment credit or utilization credit.  Appropriates funds to administer the tax credit.
