RELATING TO ENERGY.
Increases the amount of the environmental response, energy, and food security tax collections to be deposited into the environmental response revolving fund, energy security special fund, and agricultural development and food security special fund.  Ensures that the environmental response, energy, and food security tax applies to all fossil fuels.

RELATING TO THE ENVIRONMENTAL RESPONSE, ENERGY, AND FOOD SECURITY TAX.
Increases the amount of the environmental response, energy, and food security tax collections to be deposited into the environmental response revolving fund, energy security special fund, and agricultural development and food security special fund.  Makes permanent:  (1) the renaming of the environmental response tax to the environmental response, energy, and food security tax; (2) the establishment of the agricultural development and food security special fund; (3) amendments to the environmental response revolving fund and energy security special fund; and (4) allocations of the environmental response, energy, and food security tax to the environmental response revolving fund, energy security special fund, energy systems development special fund, and agricultural development and food security special fund.

Appropriates funds to the department of agriculture to research and develop methods for the prevention and treatment of macadamia felted coccid.

Appropriates general funds and funds from the pest inspection, quarantine, and eradication fund to the department of agriculture for its biosecurity programs.

RELATING TO AGRICULTURAL DISTRICTS.
Permits composting in agricultural districts on all lands with soil classified by the land study bureau's detailed land classification as overall (master) productivity rating class A or B and for solar energy facilities, class B or C.
