RELATING TO FILIPINO VETERANS. Appropriates funds for burial grants for qualifying Filipino veterans to provide funeral and burial services and transportation of their remains to the Philippines.

RELATING TO VIETNAM WAR COMMEMORATION. Appropriates funds for programs, ceremonies, and activities commemorating the 50TH Anniversary of the Vietnam War.

RELATING TO THE SELECTIVE SERVICE REGISTRATION AWARENESS AND COMPLIANCE ACT. Requires compliance with the Military Selective Service Act to be eligible for enrollment in a state-supported post-secondary institution, qualify for state financial assistance for post-secondary education, or be eligible for state or county employment or service. Provides exceptions. (HB52 HD1)

RELATING TO VETERANS. Exempts qualifying totally and permanently disabled veterans from paying the State motor vehicle registration fee. Requires the office of veterans services to report the number of qualifying veterans to the legislature and department of taxation. Applies to motor vehicle registration occurring on or after September 1, 2015.

RELATING TO VETERANS DISABILITY BENEFITS. Exempts federal veterans disability compensation benefits from seizure to enforce a court judgment. Provides that only that portion of a veteran's disability benefits that is not considered to be the veteran's disability compensation shall be subject to child and spousal support enforcement. (HD1)

MAKING AN APPROPRIATION FOR THE VETERANS TREATMENT COURT. Appropriates funds to the judiciary and the prosecuting attorney of the city and county of Honolulu to support the Veterans Treatment Court.

RELATING TO THE KING KAMEHAMEHA CELEBRATION COMMISSION. Amends commission membership and funding source of staffing for the King Kamehameha Celebration Commission. Appropriates funds.

RELATING TO THE STATE FOUNDATION ON CULTURE AND THE ARTS. Makes an appropriation for the establishment of 4 full-time positions (4.0 FTE) at the State Foundation on Culture and the Arts.

RELATING TO MITIGATION OF HAZARDOUS SITUATIONS. Authorizes two positions to oversee the mitigation of hazardous situations program in the department of defense and appropriates funding.

RELATING TO POLICE. Appropriates moneys as a grant-in-aid to the city and county of Honolulu to purchase body cameras for their police officers and to establish a Honolulu Police Department Body Camera Pilot Program, provided that the City and County of Honolulu provide matching funds on a 1:1 basis.

RELATING TO CORRECTIONAL FACILITIES. Directs the Director of Public Safety to prepare preliminary design and request for proposals for the design, construction, and operation of a community correctional facility. Appropriates funds.

RELATING TO SPECIAL LICENSE PLATES FOR NATIONAL PARKS. Authorizes the issuance of special license plates for Haleakala National Park and Hawaii Volcanoes national Park.

RELATING TO FUNDING FOR PARKING FOR DISABLED PERSONS. Increases the state vehicle registration fee by $1, to be deposited into the Disability and Communication Access Board Special Fund to cover the costs of administering the parking program for persons with disabilities.

RELATING TO CROSSWALKS. Requires installation of marked crosswalks at newly constructed, reconstructed, resurfaced, or renovated intersections of arterial streets.

RELATING TO THE COMMUTER BENEFITS PROGRAM. Authorizes the counties to adopt an ordinance requiring employers to offer employees specified commuter benefits options.

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Authorizes issuance of GO bonds for relocation of the Clear Channel antenna, including design and construction, equipment and appurtenances, and ground and site improvements.

RELATING TO PRIVATE ROADS. Requires the counties to accept the surrender of a private road in cases where there has been an absence of any act of private ownership over the road for five years. Exempts the State and counties from performing any maintenance on a surrendered road and does not hold the State and counties liable for not maintaining a surrendered road or for maintenance performed prior to assuming ownership.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
