RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.
Appropriates $5,000,000 in general funds to assist and support the Hawaii public housing authority's state low-income public housing program.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.
Adds a definition for "contested case".  Amends the deadline to intervene in a proceeding to accept a developer's proposal to thirty days after the first public hearing on a developer's proposal.  Requires HCDA to make certain findings on the proposed project and its impacts, including concerns expressed by community residents and stakeholders, in order to approve the proposed development.  Requires developers to abide by all representations and commitments made in the permit application process.

Requires HCDA to establish rules to require reserved and workforce housing in developments.  Amends definition of reserved housing and creates definition of workforce housing.  Provides for establishing rules for the rental of reserved and workforce housing.

Requires certain state entities and grantees to adopt bullying prevention policies.  Establishes a task force to assist the Governor with bullying prevention policies in the State.

RELATING TO BULLYING.
Requires educational institutions and all youth-serving agencies to create and implement anti-bullying policies.  Establishes a bullying prevention task force to provide guidance.  Outlines the requirements for each institution or agency's policy and specifies reporting, investigation, and appeals procedures involving incidents of bullying.  Provides immunity to reporters of bullying in the event of a cause of action for damages arising from the making of a report.  Requires institutions and agencies to establish annual bullying prevention programs for youth and to provide bullying prevention training to all employees and volunteers who have significant contact with youth.  Requires institutions and agencies to report aggregate figures regarding bullying to the governor and requires the governor to report to the legislature regarding bullying and the effectiveness of anti-bullying policies.

RELATING TO AFTERSCHOOL PROGRAMS FOR ELEMENTARY SCHOOL STUDENTS.
Establishes a five-year evidence-based physical-activity and nutritional-education pilot program within the A+ Program in Hawaii's public elementary schools.  Makes appropriations.
