RELATING TO HEALTH.

Establishes the Hawaii drug take-back and education initiative to coordinate and increase the safe return and disposal of drugs and the narcotics enforcement and prescription drug monitoring advisory committee to advise the department of public safety narcotics enforcement division.

      Status & Testimony

RELATING TO HEALTH.

Requires a pain medication agreement to be executed between a patient and any prescriber of a narcotic drug within the State for use as pain medication under certain conditions.  Requires the administrator of the narcotics enforcement division to develop and make available a template of a pain medication agreement for use in the State.  Specifies the contents of the template.

Establishes the narcotics advisory committee to recommend acceptable topics and curriculum for the continuing medical education program.  Establishes requirements for a mandatory continuing medical education program for prescribing practitioners that prescribe narcotic drugs.

RELATING TO WASTEWATER.

Requires the counties to authorize the installation and use of composting toilets in areas that are inaccessible to municipal wastewater systems.  Defines composting toilets.

RELATING TO THE DEPARTMENT OF PUBLIC SAFETY.

Requires the department of public safety to establish a mental health first aid training program that includes mandatory eight-hour sessions triennially for law enforcement personnel, correctional officers, and other public safety officials under the department to teach skills used for identifying and assisting individuals with mental health disorders and crises.

      Status & Testimony

RELATING TO COURT ORDERS TO PROVIDE MEDICAL TREATMENT FOR INMATES AND DETAINEES IN CORRECTIONAL FACILITIES.

Allows for a declaration to be filed with the petition as an alternative to an affidavit; expands the court's ability to continue the hearing on the petition for good cause; gives the court more flexibility in deciding when a guardian ad litem is necessary; changes the time requirement for filing for a court order for medical treatment from a period of within two days of an examination of the person to within five days; redefines the persons who must be notified of the petition; clarifies the effective expiration date of the order for persons who return to custody after release; and provides the ability for the department to seek an extension of an order to treat if necessary.

RELATING TO CORRECTIONAL FACILITIES.

Directs the executive branch to prepare preliminary design and request for proposals for the design, construction, and operation of a correctional facility.  Appropriates moneys.
