RELATING TO INVASIVE SPECIES.

Authorizes inspection and treatment of regulated goods moving between islands and intraisland, prohibits transportation of infested material between islands and intraisland, authorizes the department to designate quarantine areas to isolate infested areas, and authorizes a compliance agreement program to ensure that qualifying agricultural businesses in quarantine areas may transport their commodities with minimal risk of pest or disease spread.  (SD1)

RELATING TO VOTING.

RELATING TO PROBATION.

Provides for a period of probation for any person convicted of the offense of operating a vehicle under the influence of an intoxicant.  Mandates a period of probation for any person convicted of operating a vehicle after license and privilege have been suspended or revoked for operating a vehicle under the influence of an intoxicant.  (SD1)

RELATING TO THE HOUSELESS BILL OF RIGHTS.

Defines specific rights granted to a person who is houseless including equal access to housing, jobs, and shelters, equal treatment by government agencies, and access to life-sustaining activities and essential services.

      Status & Testimony

RELATING TO THE HAWAII HEALTH CONNECTOR.

Enables the Hawaii health connector to offer large group coverage to insurers.  Expands the potential small businesses market in the connector by amending the current definition of "small employer" under section 431:2-201.5, Hawaii Revised Statutes.  Beginning January 1, 2016, ends transitional renewal policies in Hawaii.  Requires health insurers to provide notice to group health plans offering continuation coverage about options to secure affordable coverage under the connector.  Effective July 1, 2020.  (SD1)
