PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE CONSTITUTION OF THE STATE OF HAWAII.

Proposes a constitutional amendment to clarify the senate's thirty day period to reject an appointment to the office of chief justice, supreme court, intermediate appellate court, circuit courts, and to consent to an appointment to fill a vacancy in the district courts. (SD1)

Requires the elections commission to conduct a performance evaluation of the chief election officer after each general election and submit a written report regarding the evaluation to the legislature. Effective 01/07/2059. (SD1)

RELATING TO PERMANENT ABSENTEE BALLOTS.

Specifies the mailing address in a voter's registration record as the forwarding address for receiving absentee ballots permanently. Requires voters seeking to have permanent absentee ballots forwarded to another address to re-apply for an absentee ballot. Effective 01/07/2059. (SD1)

RELATING TO CAMPAIGN FINANCE.

Requires any fees assessed by the campaign spending commission to be deposited into the Hawaii election campaign fund. Authorizes the campaign spending commission to use moneys from the Hawaii election campaign fund for investigation expenses. Requires the campaign spending commission to conduct a study on the sustainability of its operations and finances. Effective 01/07/2059. (SD2)

RELATING TO SERVICE BY PUBLICATION.

Specifies that the method of service of process for all civil cases under chapter 634, Hawaii Revised Statutes, when personal service is unsuccessful, shall include publication in a newspaper of general circulation three times or publication on the website of the department of the attorney general together with publication in a newspaper of general circulation at least once. Defines general circulation. Effective July 1, 2020. (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

     Testifier's name with position/title and organization;

     The Committee(s) to which the comments are directed;

     The date and time of the hearing; and

     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. Those wishing to provide oral testimony will be limited to two minutes.
