Status and Testimony

RELATING TO A LAW ENFORCEMENT STANDARDS BOARD.
Establishes a law enforcement standards board for the certification of county police officers, state public safety officers, and employees of the departments of transportation and land and natural resources with police powers.  Beginning on 1/1/2018, prohibits appointment or hiring of these officers unless certified by the law enforcement standards board.  Establishes a special fund.

Status and Testimony

RELATING TO UNMANNED AIRCRAFTS.
Prohibits the use of unmanned aircrafts, except by law enforcement agencies, to conduct surveillance and establishes certain conditions for law enforcement agencies to use an unmanned aircraft to obtain information.  Exempts the use of model aircrafts for commercial, hobby, or recreational purposes.  Requires all law enforcement agencies using unmanned aircrafts and the courts to report on their activities relating to unmanned aircrafts.

RELATING TO METROPOLITAN PLANNING ORGANIZATIONS.
Creates a new chapter relating to metropolitan planning organization.  Repeals chapter 279E, HRS.  Exempts Oahu metropolitan planning organization special fund from pro rata share of administrative expenses.
