RELATING TO LIGHTING.

Requires that new and retrofitted street lights on state highways and roads be energy efficient.  Requires that a portion of existing street lights be retrofitted with energy efficient lighting fixtures.  Appropriates moneys.

RELATING TO BLIND PEDESTRIAN SAFETY.

Requires drivers of vehicles to exercise due care to ensure the safety of blind or visually handicapped on any roadway.  Requires the examination for a driver's license to test the applicant's knowledge of operating a vehicle in a manner that ensures the safety of blind or visually impaired pedestrians.

Requires motor vehicle safety inspections to be conducted every two years rather than annually.

Expands authority of the Director of Transportation over required motor vehicle and motor carrier vehicle inspections in the State.

Authorizes the counties to enter into contracts with dealers and rental car companies for the registration of used cars.

Redefines "special interest vehicle" to mean a motor vehicle that, based on its model year, is at least 25 years old.

Prohibits heavy trucks from driving in the left-most lane of an interstate freeway except under certain conditions.

RELATING TO MOTOR VEHICLE DRIVER LICENSING.

Authorizes the issuance of limited purpose driver's licenses, provisional licenses, and instruction permits for individuals who are otherwise eligible for a license or permit but do not present proof of authorized presence in the United States.

RELATING TO TRANSPORTATION.

Establishes penalties for theft or damage of airport concession supplies or inventory.

RELATING TO LAW ENFORCEMENT VEHICLES.

Allows the Department of the Attorney General and the Harbors Division of the Department of Transportation to have law enforcement vehicles, with lights and sirens, that are recognized authorized emergency vehicles.

RELATING TO THE TRAFFIC CODE.

Defines dangerous wheels and prohibits their use.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
