AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO WAIMEA NUI COMMUNITY DEVELOPMENT CORPORATION.

Authorizes the issuance of special purpose revenue bonds up to $45,000,000 to Waimea Nui Community Development Corporation, a private not-for-profit corporation, for the planning, acquisition, and construction of agriculture, renewable energy, and educational facilities.

RELATING TO COMMUNITY FOOD FORESTS.

Establishes a Community Food Forest Program in the Department of Land and Natural Resources to work collaboratively with local government and community organizations to provide sources of healthy food statewide. Appropriates funds.

RELATING TO THE BOATING SPECIAL FUND.

Authorizes the boating special fund to be used to pay for the hiring of full- or part-time positions for the planning, development, management, operations, or maintenance of lands and improvements under the control and management of the board.

MAKING AN APPROPRIATION TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS.

Appropriates moneys for the Hawaii association of conservation districts to assist with its staffing and operating costs.

Upon approval by county land use decision-making authority, and with concurrence from Land Use Commission, requires boundary amendments reflected in certain plans to be adopted in accordance with such approved plans. Prioritizes funding for public infrastructure in areas of planned growth.

RELATING TO LAND USE.

Provides the land use commission with greater enforcement flexibility in situations where conditions, necessary to be met for a property's land reclassification, are unmet by the petitioner.

RELATING TO OUTDOOR ADVERTISING.

Authorizes the display of outdoor advertising devices at county parks and recreational facilities and at high schools, subject to appropriate approval; provided that the signs face the interior of the school or facility.

RELATING TO MARINE NATIONAL MONUMENTS.

Appropriates funds for a journey through the Pacific Remote Islands Marine National Monument and for the production of a television series, books, and other educational materials about this journey. Requires matching funds.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

     Testifier's name with position/title and organization;

     The Committee(s) to which the comments are directed;

     The date and time of the hearing; and

     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER: 1 copy (including an original) to Room 316 in the State Capitol;

FAX: For testimony less than 5 pages in length, transmit to 808-586-8494 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.

 

If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6150 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
