Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by changing the manner in which the taxpayer's applicable percentage is determined.  (HB1182 HD1)

RELATING TO EMPLOYMENT.

Requires the office of the lieutenant governor to work with the department of labor and industrial relations to conduct an actuarial study on the cost of implementing the family leave insurance program and the effect that it may have on the existing temporary disability insurance program and prepare a report to the legislature.  Appropriates funds for the actuarial study and report.  Takes effect on 01/07/2059.  (HB496 SD1)

Allows a public charter school student who has been notified of the prospect of charter revocation or school closure to enroll in a school outside of the student's service area.  Allows the university laboratory school to conform its student enrollment profile to the standard prescribed by the University of Hawaii college of education in order to meet the University of Hawaii college of education's research requirements.  (SD2 Proposed)

RELATING TO STATE ACQUISITION OR DEVELOPMENT OF REAL PROPERTY.

Appropriates funds to identify, plan, and acquire or build upon real property in urban Honolulu to provide office space for state governmental agencies and offices.  Requires the department of accounting and general services to undertake lease buyback processing under the program of centralized engineering and office leasing services, facilitate facility agreements between the State and private investors, and conduct an inventory of all leases of property to state agencies.  Makes appropriations.  (SD1)

RELATING TO STATE ACQUISITION OR DEVELOPMENT OF REAL PROPERTY.

Authorizes and appropriates funds for the State's acquisition of the leasehold interest in the land and the acquisition of the building at Alii Place in downtown Honolulu for the purpose of housing state agencies and offices.  (SD2 Proposed)

RELATING TO THE FUNDING OF GOVERNMENT PROGRAMS.

Applies the state environmental response tax to fossil fuel other than petroleum product and bases the tax on one million British thermal units.  Defines "fossil fuel" to exclude petroleum product.  Excludes coal from the fossil fuel tax under certain conditions.  Authorizes independent power producers to pass the fossil fuel tax on to the electric utilities.  Authorizes electric and gas utilities to recover the cost of the fossil fuel tax.  (SD1)

RELATING TO THE FUNDING OF GOVERNMENT PROGRAMS.

Provides for the transfer of moneys from the environmental response revolving fund into the general fund.  Makes an appropriation to the Legislative Reference Bureau for an invasive species study.  Forces the lapse of certain appropriation for fiscal year 2014-2015 that are not expected to be expended.  Re-appropriates some of the lapsed appropriations.  (SD2 Proposed)
