A BILL FOR AN ACT

 

 

relating to campaign finance.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 11, Hawaii Revised Statutes, is amended by adding a new section to subpart E of part XIII to be appropriately designated and to read as follows:

     "§11-    Contributions; lobbyist limits.  (a)  Notwithstanding any law to the contrary, a candidate or candidate committee shall not accept more than twenty per cent of its total contributions from lobbyists during an election period.

     (b)  Notwithstanding any law to the contrary, a lobbyist shall not contribute an aggregate amount of more than $20,000 to all candidates and candidate committees during an election period.

     (c)  For purposes of this section, "lobbyist" shall have the same meaning as in section 97-1."

     SECTION 2.  If any provision of this Act, or the application thereof to any person or circumstance, is held invalid, the invalidity does not affect other provisions or applications of the Act that can be given effect without the invalid provision or application, and to this end the provisions of this Act are severable.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
