A BILL FOR AN ACT

 

 

relating to mandatory ethics training.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 84-41, Hawaii Revised Statutes, is amended to read as follows:

     "§84-41  Applicability of part.  This part [applies to legislators, members of the board of education, trustees of the office of Hawaiian affairs, the governor, the lieutenant governor, and executive department heads and deputies.] shall apply to all persons listed in section 84-17(d), except delegates to the constitutional convention.  This part [does] shall not apply to any other officer or employee of the State."

     SECTION 2.  Section 84-43, Hawaii Revised Statutes, is amended by amending subsections (d) and (e) to read as follows:

     "(d)  The ethics training course shall be held in January of each year for those who have not attended the course previously.  [The course shall last at least two hours in length.]

     (e)  The state ethics commission may repeat the course [as necessary to accommodate all persons who are required to attend.] throughout the year."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.

Ethics Commission Package; Ethics Training

 

Description:

Applies the mandatory ethics training to all persons who file financial disclosure statements that are made public record.  Repeals requirement that the ethics training course be 2 hours in length.  Authorizes the state ethics commission to repeat the ethics training course throughout the year.
