A BILL FOR AN ACT

 

 

RELATING TO WASTE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the department of health for administrative purposes, a sewage runoff and infrastructure review task force.

     (b)  The task force shall examine the extent of sewage runoff and the sewage infrastructure in each county.  As a part of its examination, the task force shall review:

     (1)  The levels of sewage contamination in coastal areas as a result of sewage runoff;

     (2)  The sustainability, scope, and capacity of sewage infrastructure in each county;

     (3)  Any history of infrastructure failure or overload in each county;

     (4)  Other problems related to sewage infrastructure; and

     (5)  Methods of reducing sewage contamination and improving sewage infrastructure.

     (c)  The following individuals or their designees shall serve as members of the task force:

     (1)  Two representatives appointed by the speaker of the house of representatives; provided that one representative shall serve as a co-chair of the task force;

     (2)  Two representatives appointed by the senate president; provided that one representative shall serve as a co-chair of the task force;

     (3)  The director of health;

     (4)  The chairperson of the board of land and natural resources;

     (5)  The director of the county of Hawaii department of environmental management;

     (6)  The director of the city and county of Honolulu department of environmental services;

     (7)  The county engineer of the Kauai department of public works;

     (8)  The director of the county of Maui department of environmental management; and

     (9)  The director of Sierra Club Hawaii.

     (d)  Members shall not be compensated but shall be reimbursed for necessary expenses incurred, including travel expenses, in carrying out their duties.  The department of health shall provide all necessary administrative, professional, technical, and clerical support required by the task force.

     (e)  The task force shall engage the technical expertise of region nine of the United States Environmental Protection Agency, the department of civil and environmental engineering at the University of Hawaii at Manoa, and the Rural Utilities Service of the United States Department of Agriculture, as appropriate.

     (f)  The task force shall report on its progress, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2017, and report on its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2018.

     (g)  The task force shall be dissolved on January 2, 2018.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2016-2017 for the administrative and operating expenses of the sewage runoff and infrastructure review task force.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2070.
