A BILL FOR AN ACT

 

 

relating to a state-funded college grant program.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§302A-    Aloha grant program; state-funded.  (a)  There is established a state-funded college grant program for eligible high school students, to be known as the aloha grant program.  The grant program shall be developed and administered by the department.  Individual grant amounts shall be not less than $2,000 and not more than $5,000 per recipient and may be applied annually, up to a maximum of four years.  Grant moneys shall only applied to the cost of tuition.

     (b)  To be eligible to receive a grant under this program, a high school student shall:

     (1)  Be a Hawaii state resident;

     (2)  Have obtained a high school diploma or its equivalent from any department public high school or any institution accredited by the Hawaii Association of Independent Schools;

     (3)  Have been accepted into a two- or four-year, approved public or private college or community college program in the State; and

     (4)  Have been awarded less than fifty per cent of the total amount of annual tuition of the college program from other grants or scholarship funds.

     (c)  The department shall give preference to high school students who:

     (1)  Demonstrate financial need; and

     (2)  Maintain a minimum grade point average of 3.0 or higher.

     (d)  Grants under this program shall be renewable upon satisfaction of all applicable eligibility criteria.

     (e)  The department shall adopt rules pursuant to chapter 91 to develop and administer the aloha grant program."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the development and administration of the aloha grant program for eligible high-school students.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2015.
