HOUSE CONCURRENT

RESOLUTION

 

 

URGING THE UNITED STATES TO SUPPORT THE REPUBLIC OF CHINA'S PARTICIPATION IN THE TRANS-PACIFIC FOREIGN TRADE PARTNERSHIP.

 

 

 


     WHEREAS, the Trans-Pacific Partnership is led by the United States and writes the rules for global trade that will help increase American made exports, grow the American economy, support American jobs, and strengthen the American middle class; and

 

     WHEREAS, the Trans-Pacific Partnership is increasing in importance, and Asia-Pacific countries must integrate into regional economic organizations for the benefits of international communities; and

 

     WHEREAS, The Republic of China, or Taiwan, is a full member of the World Trade Organization and Asia-Pacific Economic Cooperation, and has interacted with the member economies equally and positively over the years, becoming an important economy within the Asia-Pacific region, playing a vital role in the region's supply chain, and vigorously promoting trade liberalization in response to regional integration and global economic challenges; and

 

     WHEREAS, to meet the Trans-Pacific Partnership's high trade standards, Taiwan is forging a nationwide consensus on the pact and addressing discrepancies between domestic trade regulations and international norms, signing landmark economic cooperation pacts in 2013 with New Zealand and Singapore, both agreements a glowing testament to Taiwan's readiness and ability to take part in the Trans-Pacific Partnership; and

     WHEREAS, Trans-Pacific Partnership countries are important destinations for Taiwan's foreign direct investment while Taiwan's import market, worth nearly three hundred billion dollars a year, is a lucrative target for Trans-Pacific Partnership exporters; and

 

     WHEREAS, Taiwan and the United States have long enjoyed a cordial friendship based on shared common interests in promoting peace, stability, and prosperity in the Asia-Pacific region and Taiwan's participation in the Trans-Pacific Partnership would not only share the fruits of free trade among members but would also further enhance and strengthen the bonds of trade between the people of Taiwan and the United States; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Hawaii State Legislature urges the United States of America to support the Republic of China's participation in the Trans-Pacific Foreign Trade Partnership and encourages Hawaii's Congressional delegation and other leaders to support negotiations to finalize the Partnership; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the United States, President Pro Tempore of the United States Senate, Speaker of the United States House of Representatives, United States Secretary of State, United States Secretary of Commerce, members of Hawaii's Congressional delegation, and the Governor.
