Clarifies that medical health professionals who are employed by the State receive a qualified immunity from personal liability when exercising their governmental discretion as employees of the State when acting in the course and scope of their state employment.

RELATING TO HEALTH.

Authorizes public sector employees and volunteers who may have been exposed to a communicable disease through contact with bodily fluids in the course of their duties to petition a court for an order requiring testing of the person or decedent who is the source of the possible exposure.  Limits disclosure of test results.

RELATING TO OPIOID ANTAGONISTS.

Creates immunity for individuals who prescribe, possess, or administer an opioid antagonist such as naloxone hydrochloride during an opioid-related drug overdose.  Authorizes emergency personnel to administer naloxone hydrochloride.  Requires medicaid coverage for naloxone hydrochloride.  Exempts pharmacists and pharmacies from licensure and permitting requirements, except for drug storage requirements, for storing and distributing opioid antagonists.  Makes an appropriation for drug overdose recognition, prevention, and response, including the distribution and administration of naloxone hydrochloride.

RELATING TO UNMANNED AERIAL VEHICLES.

Establishes restrictions on use of unmanned aerial vehicles.  Amends the offenses of violation of privacy in the first and second degrees to specifically address the use of unmanned aerial vehicles in the commission of these offenses.

RELATING TO INSURANCE.

Establishes a dispute resolution process by which a dispute for a bill for emergency services or a surprise bill may be resolved.  Specifies disclosure requirements for health care professionals and health care facilities, including estimated costs for health care services and information on participating provider networks.  Specifies that an insured shall not be liable to a health care provider for any sums owed by an insurer.  Specifies that an insurer who receives emergency services from a nonparticipating provider shall not incur greater out-of-pocket costs for the emergency services than the insured would have incurred with a participating provider.  Specifies additional disclosure requirements for health insurance plans, including payment methodologies and updated participating provider directories.  Requires health insurance plans to provide at least one option for coverage for at least eighty per cent of the usual and customary cost of each out-of-network health care service in inadequate network situations.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires at least one of the three members of the public utilities commission to be a resident of a county other than the city and county of Honolulu and receive per diem compensation.  Allows a commissioner to attend by teleconference or videoconference a public hearing of the commission, including allowing a commissioner who resides on an island other than Oahu to attend a public hearing of the commission held on Oahu and a commissioner residing on the island of Oahu to attend a public hearing of the commission held on an island other than Oahu, by teleconference or videoconference.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the chairperson of the PUC to obtain concurrence of at least one other commissioner in order to appoint, employ, and dismiss an executive officer.  Authorizes each commissioner of the PUC to appoint up to five professional staff and other assistants, at least one who shall serve as an attorney to the commissioner.

RELATING TO CHARITABLE SOLICITATION.

Amends chapter 467B, Hawaii Revised Statutes, to require affirmative disclosures to donors by professional solicitors, to clarify the chapter's exemptions from registration, and to make other technical amendments to Hawaii's charitable solicitation law.

RELATING TO ESCROW DEPOSITORIES.

Clarifies chapter 449, Hawaii Revised Statutes, by adding definitions and change in control requirements.  Identifies previously authorized fees for initial license issuance; adds a nominal fee for license reissuance upon licensee name change; moves fee for application for proposed change in control to fee section.  Authorizes the commissioner to implement use of NMLS, and changes license renewal date from July 1 to December 31 to conform to NMLS.  Adds criminal background check and disclosure requirements to licensure and change in control applications, and amends section 846-2.7, Hawaii Revised Statutes, accordingly.

Provides immunity from liability to DOH, its employees, agents, and volunteers for operating the clean and sober homes registry.
