Requires the Chief Information Officer to develop and maintain an incident response plan to cyber-attacks for each Executive Branch department in the State.  Establishes the scope of an incident response plan.  (HB2755 HD2)

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Exempts the operations of the Natural Energy Laboratory of Hawaii Authority from bidding requirements for concessions or space on public property.  (HB1684 HD2)

RELATING TO RECYCLING.

Requires all State agencies to reasonably provide and maintain onsite collection methods at buildings and facilities under an agency's jurisdiction for the collection of recyclable materials.  Appropriates funds.
