Protects from public disclosure the financial disclosure statements of the UH Board of Regents that are filed with the State Ethics Commission.

RELATING TO THE UNIVERSITY OF HAWAII-WEST OAHU.

Gives HCDA jurisdiction over non-education-related development of the site of the University of Hawaii-West Oahu.

RELATING TO THE UNIVERSITY OF HAWAII.

Requires the auditor to conduct a comprehensive audit of the University of Hawaii system.  Makes an appropriation.

RELATING TO PUBLIC SERVICE LEGAL LOAN REPAYMENT ASSISTANCE.

Establishes a loan repayment program for attorneys who practice in an area of law related to public service.  Makes an appropriation.

Subjects to legislative disapproval any tuition fee increase at the University of Hawaii.  Requires the University to submit a resolution for review of and a detailed justification for the increase.  Applies to tuition fees for the 2017-2018 academic year and subsequent academic years, including summer sessions.

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII.

Clarifies application of ethics code to technology transfer supported by the University of Hawaii.  Requires annual report.

RELATING TO COLLECTIVE BARGAINING.

Excludes athletic coaches and athletic assistant coaches employed by the University of Hawaii from collective bargaining.

Status

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII.

Clarifies that certain sections of the State Ethics Code shall not apply to technology transfer activities.  Requires such activities to comply with the regulatory framework and research compliance program approved by the Board of Regents.  Requires written status report to the Legislature every two years.

WHEN SUBMITTING TESTIMONY AT THE HEARING: Please bring 20 copies for committee members.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
