RELATING TO THE UNIVERSITY OF HAWAII RESEARCH.

Provides express legal authority to enable the University of Hawaii to create, promote, and participate in new economic enterprises that use university research and provide workforce opportunities for affiliated university personnel.

RELATING TO THE UNIVERSITY OF HAWAII ACCOUNTING AND FINANCIAL MANAGEMENT SYSTEM.

Repeals the sunset provisions, with respect to the University of Hawaii, from sections 40-1, 40-2, 40-4, 40-6, 40-58, and 40-81, Hawaii Revised Statutes.

Status

RELATING TO EDUCATION.

Establishes the Hawaii tax credit scholarship program to benefit students with disabilities by providing scholarships to cover transportation costs and any other educational fees associated with a student attending a public school that is not in the service area where the student resides or a nonpublic special education school or program.  Establishes eligibility criteria for students to apply for the scholarship program, responsibilities of the department of taxation and department of education, and eligibility criteria for nonprofit scholarship-funding organizations.  Applies to tax years beginning after 12/31/16.

Appropriates moneys to the University of Hawaii Sea Grant College Program to develop disaster preparedness educational materials and conduct community outreach seminars.

Prohibits the University of Hawaii from placing a financial obligation hold on a student's financial account due to an unpaid tuition balance, prior to the last day by which students are allowed to drop a course or receive a refund of tuition.

Prohibits UH from prohibiting a person from certain employment at UH solely because that person is a candidate for, or person elected to, a non-statewide public office.  (HB1556 HD1)

Requires the University of Hawaii at Manoa to provide its nonsupervisory blue collar employees in collective bargaining unit (1) or one of their family members with tuition waivers comparable to the tuition waivers provided to faculty and their family members.  (HB1530 HD1)

Reduces executive and managerial salaries at the University of Hawaii for fiscal year 2016-2017 to the extent necessary to provide $4,000,000 in the same fiscal year for graduate assistant salaries.  (HB1801 HD1)

RELATING TO COLLECTIVE BARGAINING.

Establishes a collective bargaining unit for graduate student assistants employed at the University of Hawaii.  (HB1940 HD1)

Status

RELATING TO COLLECTIVE BARGAINING.

Authorizes the establishment of public employee collective bargaining units not already specifically authorized in law.  Allows part-time and full-time graduate student assistants employed by UH to collectively bargain their wages, hours, and other terms; provided that no collective bargaining agreement shall take effect prior to 7/1/2017.  Requires UH and the relevant exclusive representatives to meet and report to the Legislature.  (HB1529 HD1)
