Requires the state auditor to conduct a financial and management audit of the King Kamehameha celebration commission and submit a report of any findings or recommendations to the legislature.

Authorizes the use of general fund moneys to fund salaries for the King Kamehameha Celebration Commission.

Amends the membership of the King Kamehameha Celebration Commission.  Provides the chairperson of the commission with the authority to establish an advisory committee composed of past commission members to advise the chairperson on historical and archival background of the commission.  Amends the support staff function.  Amends the mission and purpose of the commission.

Authorizes indigenous Hawaiian architecture on agricultural lands to be used for farm worker housing.

Allows any state or county agency to designate public and private lands under certain conditions for the construction of indigenous architecture.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Ensures the legislature fulfills its responsibility under article XII, section 1, of the state constitution by appropriating sufficient general funds for the administration and operating expenses of the department of Hawaiian home lands for fiscal year 2016–2017.
