RELATING TO PERMANENT EXEMPT POSITIONS IN THE DEPARTMENT OF HUMAN SERVICES.

Restores the permanently exempt second deputy director position for the Department of Human Services. Establishes a secretary, community/project development director, and policy director positions.  Exempts certain identified DHS positions from civil service status for three years.  Appropriates funds for the newly established positions.  (HB2348 HD1)

Appropriates funds for the establishment of a veterans services counselor IV position within the Office of Veterans' Services to assist all veterans, with a primary focus on female veterans.

Implements the recommendation of the Hawaii agriculture workforce advisory board to create an agriculture workforce development pipeline initiative to conduct training on all islands for teachers and school administrators in agricultural self-sufficiency.

RELATING TO HOISTING MACHINE OPERATORS.

Repeals the Hoisting Machine Operators' Certification Revolving Fund and the position of the executive director.  Tasks the DLIR with the responsibility of administrative duties for the Hoisting Machine Operators Advisory Board.  Allows the Hoisting Machine Operators Advisory Board to establish fees for the issuance of permits or certificates by administrative rule.

RELATING TO HOMELESSNESS.

Establishes a three-year Work for a Day Pilot Program to be administered by the City and County of Honolulu that provides homeless individuals with work opportunities.  Appropriates funds.  (HB2647 HD1)

RELATING TO SERVICES PERFORMED BY CIVIL SERVICE EMPLOYEES.

Authorizes establishment of civil service positions and appropriates associated general and non-general funds to enable Executive Branch departments to provide services to the public with civil service employees rather than through contracting.

Status

RELATING TO LABOR.

Requires employers to keep a record of the former physical addresses and current physical address of the employer and the North American Industry Classification System code applicable to the employer.  Deletes anachronistic provision pertaining to insurance plan information.  Effective January 7, 2059.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER:  20 copies (including an original) to Room 310 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-8544 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
