RELATING TO CORRECTIONAL FACILITIES.

Clarifies the Governor's authority to negotiate for the construction of correctional facilities and aligns environmental impact statement and assessment requirements as generally applicable requirements.  Appropriates funds for a new Oahu Community Correctional Center and relocating Maui Community Correctional Center.  Requires a feasibility report on development of Oahu Community Correctional Center land.

RELATING TO LAND USE.

Requires the counties to petition LUC to reclassify lands.  Requires LUC to conduct the five year regional boundary change review.  (HB2617 HD1)

RELATING TO AGRICULTURE.

Establishes a two-year Agricultural Theft and Vandalism Pilot Project in the Department of Agriculture to focus on investigating and prosecuting agricultural theft and agricultural vandalism in the County of Hawaii.  Appropriates funds.
